NCAA Sets March 1, 2025 Deadline for D1 Schools to Opt Into House Settlement

College sports are on the verge of a massive transformation. The House Settlement will allow Division I schools to directly compensate student-athletes, marking a fundamental change in how teams are built and how players are recruited. With a March 1, 2025 deadline for schools to opt in, this model is set to reshape the competitive landscape.

Revenue Sharing Becomes Reality

For the first time, Division I schools will be able to pay athletes up to 22% of their annual athletic revenue, including money from ticket sales, media rights, and sponsorships. This creates a new financial tier in college sports, where programs with higher revenue streams will have another major recruiting advantage.

To regulate these payments, the NCAA is developing a Cap Management System, led by LBi Software, a firm with experience in financial tracking for MLB, the NBA, and other professional leagues. Schools opting in will be required to follow strict guidelines, with training programs set before full implementation.

NIL Oversight Tightens

While NIL opportunities will remain in place, any deal worth $600 or more must now be submitted to a new NIL Clearinghouse for review. Built in partnership with Deloitte, this system is designed to ensure fair market value and eliminate pay-for-play loopholes disguised as NIL deals. The NCAA will provide further guidance before the Clearinghouse becomes fully operational.

A New Enforcement Model

To manage compliance, the NCAA is creating a dedicated enforcement group tasked with overseeing the 22% revenue cap, preventing improper payments, and handling violations. This unit will have investigative authority and a structured case management system, ensuring accountability for programs operating under the new model.

Scholarship Limits Replaced by Roster Caps

Starting in 2025, Division I men’s basketball teams will be capped at 15 roster spots, with schools allowed to offer up to 15 scholarships. However, basketball will transition to an equivalency sport, meaning coaches will have the flexibility to distribute those 15 scholarships as full or partial awards among their players. This shift gives programs more control over how they allocate financial aid, allowing them to tailor scholarship offers based on roster needs and recruiting strategies rather than being limited to a strict headcount model.

This move aligns basketball with other equivalency sports, increasing strategic decision-making in roster construction and financial planning for programs. The NCAA is finalizing compliance guidelines for schools that opt in, ensuring a structured transition to this new system.

What’s Next?

The Big Ten, SEC, ACC, Big 12, and Pac-12 are assumed to be opting in automatically, while other Division I schools must declare their intent by March 1, 2025. If the settlement is fully approved, the new system will go into effect for the 2025-26 academic year.

This marks a historic turning point for college athletics, redefining player compensation, recruiting strategies, and roster management. The impact of this settlement will be felt across every level of Division I competition.
